(pharah) High fire rate and hover mode

Pharah only deathmatch game with her weapon being able to fire wuicker. Below the retical is a small progess bar that will let you now when you can fire again. Pressing interact will make the bar fill up or empty down. There is a mode allows you to hover in the air and use up much less fule.
