One-rule Titanfall 2-style grappling hook

A grappling hook a la Titanfall 2 contained in one rule and bound to Interact. Complete with workshop settings to change the range and cooldown of the grapple as well as a custom variable, IsGrappleable, that allows you to define which players can be grappled onto.
