New 4v4 Nanoblade - Plain settings and hp balancer

Most people should have experienced the horrors of that one 4v4 nanoblade mod with cheats and respawn bugs. This code has minimal features.
You can change desired heroes through enabled heroes. Eg: Cree -> Ashe/Widow
Features:
- Randomized heroes, one of each: Ana, Genji, Rein, Cree
- Start with ultimate
- Low recharge rate, can be changed.
- Increased max hp and damage when theres a player number difference. (You can tweak or turn this off if you dislike it.)
Wip:
- Mirror matchup with cycling heroes. Everybody plays each hero every 4 rounds.
Known Issues:
- Hp balancer is delayed on match start because the first countdown is true for "Inbetween Rounds".
