McCree Flashbang Rework

As i lately learned to hate the flashbang of mccree, i wondered what could be changed.
Therefore i took the name of the ability and made it behave like the name suggests.
With this tiny rework the flashbang now flashes the enemy and obstructes their view for a time.
I also included some options to tinker around with in the Workshop Settings. You can change the duration of the flash-effect and the amount of particles spawn, aswell as some other options related to the flash effect.
The initial stun-duration of the flashbang is still in the mode, but can be adjusted in the settings aswell.
I would really like to see a change to that ability to have less stun but more of a visual effect on the enemy.
As it still stuns the target for a brief second, abilities will still be canceled by it, which is okay.
