Orisa 2.0 (Energy Blade, Shield Supercharger) by Emxx#2439

Orisa changes:

Energy Blade [OR14] / Stun Baton [OR15] / aka "DELIVER" (new ability):

• press F to knock an enemy down
• striking an enemy hero grants one charge of Fortify speed boost
• deals 50 damage
• cooldown: 15 seconds

Fortify:

• 50% speed boost after a successful Energy Blade strike

Shield Supercharger (new ultimate):

• creates a protective dome that provides full damage & status resistances
• enemy heroes shall not pass through
• can only be destroyed by Sombra's EMP
• lasts 12 seconds

Police Brutality (new passive):

• 20% more damage against knocked down heroes

No hero limits: 42PFH
