Mercy Guardian Angel to Enemies

A pastable code module that allows Mercy to use Guardian Angel on enemies. Complete with a (rudimentary) UI. Works in both team-based and FFA modes. Cooldown is hardcoded to 2.5 seconds for the time being, and uses the same timer as regular GA.
