Railgun/SolarRifle Instagib DeathMatch FFA

A simple Sojourn/Illari only Deathmatch mode inspired by old school Instagib modes from Unreal Tournament/Quake.

Features:

Soujourn

Lower cooldown on Power Slide.

Soujourn
Lower cooldown on Outburst.

Both Railgun and Solar Rifle will charge for 1 second(matching the charge meters) before you can shoot.

Since I currently can't manipulate or use the variable containing the railgun charge increase from damage(bug?), Overclock is forced on which means ultimate voice line spam but I have this somewhat mitigated now.
