Remove Red Outline 2.0

This code removes the Red Outline on all players whom you are NOT looking at. If you are looking at the player, the Red Outline returns. Once you are NOT looking at enemy player, the redoutline of the enemy player is removed after 1 second.
This helps make the players less easier to see, for gametypes like "call of duty"
==Note: == If you want the red outline to be removed permanently, just disable (Rule: "Step 1") and (Rule: "Step 2").
