Keep Ultimate Charge on Hero Swap by Bored#12971

Keep your heroes ultimate points when swapping characters. Switching comps no longer resets your ult economy, so make the changes you need when you need them. Hero swapping has never been so in vogue.
Ultimate points transfer maximum and efficiency are set to 100% and 1.0 by default. These can be changed by setting the Global Variable M for maximum percent of new heroes ultimate (0-100) and Global Variable E for efficiency of points transfer (0.00-1.00). Variables are set under the "Ultimate Transfer Settings" rule.
