When a game of control starts you will have 15 seconds to select a hero from each category and that will be in A Vote to ban. You can select another hero in that category to change your vote. When the time is up the votes will be tallied up and those heroes will be banned that game.
This only works on control game mode as go to assemble phase will only work then.
