This mode is a lot like regular capture the flag except that the flags are players. To score a point you must take the enemy team's flag player back to the regular ctf flag base. To begin capturing the enemy flag player you must first knock them down by lowering their health to 0 and then walk near them before they get back up. You can then take them back to your flag base to score a point, but if you aren't fast enough they can get back up and start attacking you. A flag player being captured does reduced damage. In this version of capture the flag movement abilities are unrestricted because the flag player can attack the flag carrier if they don't return to their flag base fast enough. After spawning flag players can't return to the spawn room as the enemy team would be unable to attack them. The flag players are chosen at random at the beginning of the game. Other than that the rules are essentially that of regular ctf. The regular flags don't do anything besides act as a place to spawn flag players or deliver the enemy flag players to.
