Scrim Declare Draw

A simple scrim preset that draws a map if:

• It's control and more than 3 rounds
• It's payload/hybrid/2cp and more than 2 rounds
• An attacker doesn't finish the map

It still requires the lobby owner to swap teams and restart the game. The owner can optionally force a single round (usually after swap+restart).
