Peak Overwatch

Peak Overwatch is standard OW with hero changes and choosable passive effects similar to runes from League of Legends. Too much to explain here, so here is a doc with all hero changes, runes, patch notes, and other details. Balance is and will always be a mess, nothing I can do about that. So everything is more so balanced around fariness and fun.
