Regional Overwatch

Inspired by this thread

Now in-game! Each map (including Assault maps) now have a limited pool of heroes based on their region! Includes custom text showing which region you're currently playing on.

Will be updated to include Neon Junction and the new hero when Season 3 releases, and most likely the every new hero release after those 2.

General Rule Changes:
No Role/Hero Limits (Stack 5 Orisas if you want)
Tanks don't have their bonus health even when their is only 1 Tank on a team.
5v5 Balance / Lobby size
