Updated Zombie AI for Roadhog rework (no longer use heal ability)
Added Quarantine Zone as the last line of defense against the zombie horde. Once the zombies reach the Quarantine Zone, its game over.
Zombies are now added/removed automatically based on server load to reduce chance of crashing.
Removed the slow motion freezing when server load is high. It's no longer required due to the above change.

Added Optional Zombie Rage (Default: On) - If the Payload has stopped for too long, the zombies slowly get angrier and angrier until it starts moving again.
